A New Blueprint for the Future: Ending the Epidemic Through the Power of Prevention

On November 29, 2007, NASTAD released A New Blueprint for the Nation: Ending the Epidemic Through the Power of Prevention, along with a companion policy agenda. The Blueprint provides guideline for state and territorial health departments for ensuring they have the financial, political and programmatic resources necessary and in place to meaningfully scale up domestic HIV prevention efforts for the future.

On November 29, 2007, NASTAD introduced a Prevention Policy Agenda to accompany its newly-released Blueprint, which includes recommendations for federal funding increases and expansion of core HIV/AIDS programs and services at the state and local levels.

HIV Testing in Emergency Departments: A Primer on Issues and Strategies for Health Departments
|
Continuing efforts to make important information and tools available to support HIV testing, NASTAD created this important tool for health departments and emergency departments (ED) as they work together to implement HIV testing in EDs. The primer conveys the importance of collaborative relationships between health departments and EDs as they work to put into practice CDC's 2006 Revised Recommendations for HIV Testing of Adults, Adolescents, and Pregnant Women in Health-Care Settings. The document also examines the role of health departments in supporting implementation of HIV testing in EDs, reviews considerations for implementation and addresses critical issues and concerns for implementing HIV testing. In addition, the report highlights health department and ED collaborations within jurisdictions that participated in a January 2007 NASTAD consultation on HIV testing in emergency departments.

Meeting of National Partners to Address HIV/AIDS in African American Communities - Summary

Summary of NASTAD's Meeting of National Partners to Address HIV/AIDS in African American Communities, held On September 24, 2007 in Washington, D.C. The overarching purpose of the meeting was to assemble a cross-section of leaders among public health, business, civic, media, faith-based, political, and academic institutions to increase their efforts to combat the disproportionate impact of HIV/AIDS in African American communities. The meeting provided opportunities for participants to discuss practical and innovative strategies to address barriers and facilitators to implementing effective HIV prevention programs targeting African American communities.

2007 Report on Findings from an Assessment of Health Department Efforts to Implement HIV Screening in Health Care Settings

NASTAD conducted this assessment to gain a better understanding of HIV testing programs at the state and local level. The report, released June 26, 2007, provides an in-depth analysis of the current legal and regulatory environments for HIV testing within states, current state and local health department efforts to support HIV screening in health care settings, and future state and local health department plans for implementation and/or expansion of HIV screening in health care settings. The report also examines the influence of the CDC's Revised Recommendations for HIV Testing of Adults, Adolescents and Pregnant Women in Health Care Settings on health department efforts to implement HIV screening.

2007 National ADAP Monitoring Report
|
The 2007 National ADAP Monitoring Report provides the latest data on state AIDS Drug Assistance Programs (ADAPs). ADAPs, authorized under Part B of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, provide HIV/AIDS-related prescription drugs to uninsured and underinsured individuals living with HIV/AIDS. ADAPs operate in 57 U.S. states, territories, and associated jurisdictions. The report, the eleventh in an annual series, was prepared by NASTAD and the Kaiser Family Foundation. It was released during a policy forum on April 10, 2007.

Video: ADAP in the Age of Living with HIV/AIDS

This video, about the role of the AIDS Drug Assistance Program (ADAP), profiles several ADAP clients who receive HIV/AIDS drugs through the program and others who are on a waiting list. It features interviews with state officials in South Carolina and Michigan, highlighting the importance of ADAP for people with HIV/AIDS, as well as challenges the program faces. The video was produced by the Kaiser Family Foundation and first shown on April 10, 2007 at an event to release the 2007 National ADAP Monitoring Report. 2006 Rapid HIV Test Assessment Report
|
NASTAD has long supported rapid HIV testing technology and was among those organizations instrumental in advocacy to obtain Food and Drug Administration (FDA) approval of rapid testing technology along with the Clinical Laboratory Improvement Amendments (CLIA) waiver that allowed their use without regulatory oversight, particularly in non-clinical settings. With the approval of this technology, health departments have implemented rapid testing in high-risk and other settings, resources permitting. Shortage of resources continues to further constrain implementation of rapid testing technology, in spite of the effectiveness and successes associated with it. In May 2006, as means to help guide policy and future HIV testing programs in the U.S., NASTAD conducted a survey of state and directly funded health departments.
